Federally eliminate U.S. puppy mills

The suffering in U.S. puppy mills must stop. We cannot go state by state to end this. It must be a law that the dogs in mills be released to no kill shelters or foster homes. No matter what their affliction, each must be accessed by a veterinarian These dogs suffer mental anguish and can literally lose their minds after a few years. With no vet care, they have diseases from filthy water and food. They are forced to have litter after litter in crowded cages (often stacked), till they get ill or die. Unwanted dogs, are shot, drowned, or hit in the head with a rock. Other pets are raised in mills also; cats, birds, fish, reptiles. Please help stop this cruel business.
