Petition Statement
Change Senate rules to require Senator's that filibuster to stand on the floor of the US Senate and speak continuously for the entire duration of the filibuster on the topic/legislative bill being filibustered. Require all sitting Senators of both parties to be present for the entire duration of the filibuster without exception.
Petition Background
The use of the filibuster rule, as now being practiced in the US Senate is creating governmental paralysis at a time when The United States of America faces many challenges, the global Great Recession, rising oil/gas prices, environmental challenges, and educational decline. The American People MUST have a functioning government now more than ever and reforming the filibuster is one step towards fulfilling that need. The filibuster should not be eliminated as it protects the minority from a potentially oppressive majority, but it MUST be reformed.
