Gov Brown: two water-related proposals.

With California now being mandated to reduce water use 25%, we the undersigned request that you and the legislature consider the following:

FIRST, that the agriculture sector transition to more efficient water use and to no-till/cover crop/organic practices, with new tax deductions and designated low-interest loans to better implement this process, and that crop choices/animal ag better suited to a drier climate be phased in with these incentives, to better match available water sources, for instance, less alfalfa, almonds and rice, choosing grass-fed beef over non-grass-fed, and

SECOND, that new tax deductions be created to promote small families to reduce our population down to 2000 levels - from 39 ML in 2014 to 34 ML - when groundwater was not readily accessed like today. Suggestion: at 2014 tax rates, that 1-child families receive $999, 2-child families receive current rate of $666 and childless couples, $333. Once legislation becomes law, no tax deductions would be given beyond a 2nd child for new families, starting that year.

Why is this important?

California could set a trend for the world, making us more water efficient in how we live in our homes, what we eat, and how we grow/raise our food, while placing higher value on the lives of the next generation, with smaller families.
