State license required to breed dogs in Arizona

Pitbulls and chihuahuas are the two most euthanized animals in Arizona, yet backyard breeders continue to breed irresponsibly. This puts an unnecessary burden on the good hearted AZ residents who do their best to adopt. Not for profit dog rescues are full and over run, many times by these two breeds. Making it a law requiring breeders to register and account for litters produced, will greatly reduce euthansia and also hold them accountable. This overbreeding for greed has got to stop.
