There should be more controls for Backyard breeder and Puppysmill that not everyone just Breeds for profit and on the other hand, thousands killed with state funds
For this could be more help for pet owners in temporary need be given. Some Pet owner brings just because he can not currently provide,, his animal in the selter .. then he picks up from somewhere a new animal, because animals his already killed .... and can no more given back to His Owner......
