Nuclear War Caution Act
Congress shall change the protocol for initiating a first nuclear attack against any nation to require the prior unanimous approval of a committee consisting of the President, the Secretary of State, the Chairman of the Joint Chiefs of Staff, the Speaker of the House, and the Majority Leader of the Senate .
Issuance of an order to initiate a first nuclear attack, without the unanimous approval of said Committee shall be a Capital Offense.
Why is this important?
The presence of a uniquely unstable vindictive individual in a position to unilaterally initiate a world-wide nuclear holocaust is terrifying.
No individual should have that kind of power.
The presence of U.S. nuclear submarines around the world provides the ability to retaliate upon mature reflection even after a surprise attack.
