We, the undersigned, urge you to repeal unfair offsets, including the Government Pension Offset and Windfall Elimination Provision, that unfairly reduce or eliminate Social Security benefits which public employees have EARNED.

Public servants across the U.S. are penalized by GPO/WEP!
Penalties:

If you work in a government job and with its own retirement system, not paying into Social Security, you risk being penalized by WEP and/or GPO:

The Windfall Elimination Provision (WEP): You can lose up to half or more of any Social Security benefits you have earned in other work paying required FICA taxes.

The Government Pension Offset (GPO): If you are married to someone who is earning Social Security, you will probably lose all SS retirement or survivor benefits due you from taxes paid by spouse during the marriage.

In December 2011, Senators Kerry (D-MA) and Collins (R-ME) introduced the Senate version of the Social Security Fairness Act (S. 2010), which would repeal the Government Pension Offset and Windfall Elimination Provision. Representatives McKeon (R-CA) and Berman (D-CA) had previously introduced the bill in the House (H.R. 1332).
