Stop the Economic Exploitation of Ex-Felons

Registration laws threaten an ex-felon with incarceration if he refuses to provide law enforcement with information and update that information when necessary to keep it current within a 48 hour margin of error, at his own expense. See, e.g. NRS 179C.010. That is economic exploitation because law enforcement can independently collect the desired information at its own expense, which we estimate to exceed $300,000 per year, per individual.

Why is this important?

Forcing someone to perform a service violates the federal criminal code, the 13th Amendment and numerous articles of international Human Rights Law. Forcing someone to perform a service without compensation is vindictive and psychologically damaging ( https://www.law.berkeley.edu/files/hiddenslaves_report.pdf ). Restitution is mandatory and appropriately calculated at the value to the [defendants] of the goods or services obtained. 18 USC 1593.

Those who comply with registration laws and their families are subject to vigilantism as a foreseeable consequence. Some have been murdered (http://www.google.com/search?q=murdered+sex+ofenders&btnG= Search&client=safari&rls=en&oe=UTF-8). Others wither away in fear, hopelessness and poverty.

This cannot be condoned.
