Petition Statement
In the 107th General Assembly of Tennessee, Republicans were able to usher in legislation that has already lead to a present turnout in Memphis of only 3.9%, while Pennsylvania's revised estimate now reports that similar legislation will suppress voter turnout by 9.2%(750,000+ voters). This suppression is epidemic. Mayors have a chance to implement a plan to reverse these archaic and repressive future trends with "The Wharton Plan. This plan will allow for public libraries, which are defined, constructively, as state agencies, to manufacture and administer cards that may be utilized to vote. These would be distributed free of charge. Proposal would create:

"Passports To Opportunity" would be inclusive of Photo identification, a signature, and personal information. They would ensure that traditional standards that have served this nation for 150 years will continue to serve us and protect us from any undue burden in voting.
