To Enact Punishment to those who have Counterfeited United States Securities through the Short Sale

Article One Section 8 dash 6 makes the Short Sale by the Stock Exchange and Market Makers illegal!i

Text of Article One Section 8 dash (6) of the United States Constitution "To provide for punishment of counterfeiting the securities and current coin of the United States."

Selling someone a security that you do not own is Counterfeiting! And it has gone on for far too long! It is declaring that you have an original and not a copy of something that you do not; and that is Counterfeiting. In effect it is making a COPY of a financial instrument and that is Counterfeiting; just as having a money printing press in your basement would be!
