1. First, clearly shown in the symposium, it treats pollution as history’s largest unacknowledged, backdoor tax on society, our children and their future.
2. Reflecting this , pollution would be taxed at a predictably increasing rate. This would be to increasingly close the gap between current, unrealistic, low prices and the real costs of goods and services as well as to give consumers, businesses and investors incentive, time and certainty to continually reduce and eventually eliminate pollution.
3. The result: Continually reducing pollution becomes more profitable than polluting! When a company reduces its pollution, its pollution tax goes down or slows down and when it stops polluting, its pollution tax stops! That way, Cleaner and Safer Continually UNDERPRICES and REPLACES Dirty and Dangerous!

Here is how the Green Recovery creates jobs. First, 25% of these Real Cost-Pollution Prevention taxes would be deposited monthly into the bank account of every adult taxpayer who filed and earned less than $250,000 the previous year. This will help cushion most Americans and non-citizen taxpayers from initially higher, economy-wide pricing as well as help them buy eco-friendlier products and vehicles. Then, the lion’s share of the remaining 75% will be both added to unemployment benefit income and rebated on a sliding scale, with more going to those making less, in order to:

• help train millions of unemployed urban, inner city, suburban and rural Americans, coal miners, oil workers, contractors and others in especially affected industries and areas to do and start their own green businesses doing solar and wind installs, insulation, weatherization, detoxing homes and businesses etc.

• help homeowners, apartment house owners, businesses and farmers buy these same clean energy systems as well as various hybrid and electric vehicles now powered by their own private energy enterprises with a new motto for America: Your Home and Business Is Your Castle, Make It Your and America’s Power Plant Too!

• help public transit districts lower fares and increase routes and services with ever cleaner energy-powered vehicles
