Too many residents cannot afford to keep their older vehicles on the road when new car standards are applied to them. The U.S. Government Accountability Office, the research arm of Congress, issued a 2014 report saying it can find no definitive evidence that mandatory inspection programs reduce accidents, noting crash rates are about the same in states that have them as in those that do not.
